after the fact

What is the name of your state (only U.S. law)?
AMERICAN SAMOA,
We have just suffered a Natural Disaster, from the day after the Tsunami Salaried and Hourly Engineering Staff were engaged to recover//reinstate and connect Power back to the Plant to save Freezers full of Product,
Many Hard days of work and OverTime were input to achieve the targets,
after the first issue of power to Freezers there came a bigger and greater issue to instal and connect up our own power supply to run the complete factory, due to the forcast delay that the local power supply authority was going to take to re-establish there supply to the plant.
The Issue that has arisen is that Management has stated 3 days into the new month that all salaried Staff's Overtime Durring the past month is not going to be paid, the Hourly Staff have been paid for all input.
The Reason behind this is that due to the disater the plant was not producing product and therefor no profit and in the interests of cutting costs this Non Payment of OT is one action.

I will answer this question when you respond to my question in your other thread. They're really related questions.
