Denied a raise to to injury

What is the name of your state? CA (Indian Casino)

I was denied a raise due to a minor injury (I got 3rd degree burns on my left hand due to a hot oil splash. The casino deemed it an avoidable injury, and it resulted in me being on "light duty" for 2 weeks). I've been told that this is illegal. Something about it encouraging employees not to turn in injuries. However I can't find any info on it, and the fact that it's an Indian casino makes it even more of a grey area it seems. Any help would be great..... thank you
