Can an employer withhold your paycheck for not attending a mandatory meeting?

That depends. Under Ohio law, employees must be paid no less frequently than the 15th and 30th of each month. If your employer is paying you weekly or semi-weekly, I suppose they could withhold your paycheck 'till the next required pay date. It would be a jerky thing to do but it appears to be legal.
