What is the name of your state (only U.S. law)? CA
What are the regulations regarding exempt employees and their schedules? Do they need to be set in stone or is there some flexibility? My boss is all over my case regarding my employee that was 30 mins late to work this morning but is here late almost everyday.

Employees should be on time to work. The "boss" has a right to be upset.

There are no regulations specifically addressing exempt employee's schedules. Exempt employees are exempt from one thing - overtime pay. They are still required to be there during the hours the employer says they are. If the employee is willing for them to set their own hours, fine. If the employer wants them to work specific hours, that's fine too. The employer decides how much flexibility there is. If your boss wants your employee there on time, then exempt or non-exempt, that employee had better be there on time. And if you are the employee's supervisor, you had better make sure he is.
