"Holding Back" first paycheck


What is the name of your state? Reside in Maryland, work in Virginia.
Hi-
My husband started a new job this past Monday and had his orientation today. One of the things he learned is that he will be paid he 15th and last day of the month. His effective date with this company was October 1st. He just found out at his orientation that his first paycheck will be October 30th, with a pay period through Oct. 15th.
Is this legal in the state of VA? Do the laws of VA even apply, or is it based on the state of residency?
Needless to say, being that he is the bread winner in our family, this puts a huge financial strain on us.
Any help you can give would be appreciated.

Unfortunately, Virginia law (which applies in this case, since that is the work state) has no provision regarding how long after the end of the pay period the employee must be paid.
