What is the name of your state (only U.S. law)? California
How long can an employer wait to issue me my last check once I quit my job?

That depends. If you quit with less than 72 hours notice, he has 72 hours to give you your final check. If you quit with 72 hours notice or more, or if you are let go for any reason, he has to give you your final check immediately.

Note to other posters: this is state specific law. The above applies only in California. YMMV.
