Flat rate

Each job has a set time that is paid for the job. Ie clutch 5 hrs. Oil change pays .4 etc

As long as your gross pay divided by your total hours worked (including the meetings) equals at least minimum wage and you get overtime pay if you work over 40 hours per week, the employer is in compliance with wage and hour laws.

Flat rate and commission are two entirely different pay methods. Please explain how you must work for free in a flat rate system.

He can't. Many, many mechanics on several boards to which I contribute call this commission. Theoretically, it isn't. It's just piece rate (or task rate) with a fixed amount for the task.

My original answer stands (and it's getting very tired ).
