Can you legally dock pay if employees forget to clock in on the time clock?

An employer has to pay for all the time that they KNOW an employee worked. But if they have to estimate because the employee didn't punch his time card, there's nothing to prevent them from estimating on the low side and making it up next week after the employee is able to show them what time he worked. There is also nothing preventing them from disciplining or firing an employee who "forgets" to punch their card.
