That depends upon the specific circumstances. In most instances, any time from which an employer "derives a benefit" must be compensated and since you're in California, I'd be very surprised if there are any exceptions to training time being paid.

You should contact CA's Department of Labor to discuss this further and find out the specifics of what your State requires.
