wage and other withheld

What is the name of your state (only U.S. law)? Pa
My situation is this: I worked partime for about 2 months. The deal was I was going to be hourly until such time as I felt comfortable programming alarm panels which wasn't until my last 2 weeks there by the way.
after going to a scheduled service call I discovered I was not equipped to finish the job. I told my bosses that if i wasn't going to be properly equipped then I couldn't work for them anymore. So they told me they were going to withhold my last 2 paychecks for 90 days in case any of my work had to be done over. now Probably about 70% of this is hourly and the rest is per job.
also they are failing to reimburse my gas purchases for the company van. In any case is it legal to withhold wages for that long a time? The company doesn't have timeclocks or a method of keeping track of my hours and the last check i recieved was supposedly for 5 weeksplus some gas. there was nothing explaining what the breakdown was for the check. I have tried to get in contact with the owner, but he is avoiding me

HELP ME PLEASEWhat is the name of your state (only U.S. law)?

1. You must be paid for all hours worked. File a wage claim with the state Dept. of Labor.

2. Wage and hour law in PA (and 47 other states) does not require reimbursement of expenses you incurred for business.
