Withholding last paycheck


What is the name of your state (only U.S. law)? I live in northern Kentucky.
Four months ago I accepted an RN position at a nursing home. I negotiated with my employer to pay my Cobra Health Insurance payments - from my previous employer - for the first (3) months - until I qualified for their health insurance coverage. I signed an agreement obligating myself to repay this Cobra amount if I left before the first year ended. Unfortunately, things are not working out and my departure appears to be imminent.
My question is this, does my employer have the legal right to withhold my last paycheck as partial repayment? I am hoping to negotiate a repayment arrangement with them. Even though I have a reasonable expectation of quickly finding new employment, I can't afford to be without even one paycheck. Can you shed any light on this quandry? Thanks.

Depends what your agreement says. If you agreed to it in the paper you signed, then they can and you should expect them to.
