What is the name of your state (only U.S. law)? Washington

Can an employer tell a salaried worker to work without getting paid?

Are you asking if your employer can made you work more than 40 hours a week and not pay you anything extra or if they can not pay you your established salary at all. Yes and no in that order.

Salaried employees are paid a salary. It's a flat amount regardless of hours worked. Are you expecting to get bonus money for hours over 40? Are you willing to pay back some to your employer for hours worked under 40? Then go work an hourly job.

You can not be made to work without your salary being paid at all, but you can be made to work more than 40 hours without additional compensation. You accept that this is a possibility when you agree to work for a flat salary.

ariastar's response applies to salaried exempt employees. Not all salaried employees are exempt. And not all exempt employees must be paid a guaranteed salary (although most must be).

OP, can you please give an example of this situation? And can you answer the question about whether these are exempt or nonexempt employees?

that part she already has:

These would be exempt employees, and they are not getting paid for any hours at all
. and while the rest of the statement says no pay at all, I just cannot imagine somebody working for absolutely no pay so OP explaining things a bit more would be great.
