What is the name of your state? TX

If a person passes and has several bills solely in his/her name. Can these bills be written off of will the next of kin ultimately be responsible?

The estate is expected to be used to pay off decedants debts, BEFORE the estate is distributed to any heirs. Did they die with no assets?

step-father died, no will, mother is still alive. Does she get the rights of the estate and have to assume the debts even if not in her name.
