What is the name of your state?Texas

Is a will that is not drawn up by an attorney, but witnessed and notarized considered legal in texas?

is it legal to give a person a life tenancy in a piece of property but only after they have gotten their life in order (stopped doing drugs) and to leave the piece of property to be managed by the executor of the will until this happens?

As long as it follows the relevant statue an attorney is not required to draw a will.

Yes. It's your property. You can 'vest' the life estate under any conditions you wish.
