Can a Conservator get into legal trouble for not filing an account?

If Conservatee dies and Conservator (of the person and estate) does not file an account can he get into legal trouble? I was wondering if because there are so many Conservatorships in the courts if maybe they wouldn't come after him. The Conservator doesn't want any charges filed against him. The Conservatee passed away and there is no money left to even pay the court filing fee.
