Can Executor listed in will charge lawyer fees to estate prior to appointment?

What is the name of your state (only U.S. law)? Illinois

Sister is listed in Mom's will as executor. She has not been appointed by the court yet. The will hasn't even been filed. Who is responsible for the costs? She has changed the locks on Mom's house, where her daughter and grandson live free of charge. She has changed utilities to her name. She wants to buy Mom's house for a very small amount of money.

She's not eligible to take anything from the estate until appointed, but she very well can apply to be reimbursed for legitimate money spent before appointment. It's her risk to pay it out of her own funds now.
