Can I force a sale of the house with 10% owernship?

Grandmother dies and divides ownership of house. I recieve 10% Other people recieve various other percentages. One person, also partial owner still lives there. Executor unwilling to force sale of the house and buyout of 10% is not possible.

1) Can I force a sale of the house, even with only 10%?
2) If no, what are my options.

This issue has dragged on for 2 years.
