What is the name of your state (only U.S. law)? Ohio
Can a relative change a will if the owner may not be of sound mind and how can it be proven? Also, can assets in the will, such as a car, be utilized by non-beneficiaries before the owner of the will is deceased?

No.

That an asset is mentioned in a will makes no difference to who is using the asset while the testator is still alive. The questions are whether anybody has given permission to use the asset and whether that anybody has the authority to grant permission.

Has the person been declared medically incompetent? There are many people I feel are incompetent, however, they have not been medically judged as such and therefore have full legal rights.
