What is the name of your state (only U.S. law)? Arizona is where the Will was created.

If a surviving spouse is the Trustee, who can be the Trustor? Can a person be both?
My Fathers Will allocated a Descendents trust and a Survivors trust (his wife).
Can she control our Descendents trust?

Trusts are not Wills.

But to answer your question, yes they can. It's done all the time in the case of revocable trusts. The grantor is almost always the trustee while they are alive/competent.
