Co-executor, estate items

What is the name of your state (only U.S. law)? Virginia.

If you have co-executors of an estate. One of whom lives out out state, while the other co-executor lives in the same state as the estate of the deceased. Is it legal for the out-of-state co-executor to take items of value out of the estate (house of the deceased), without informing the other co-executor (and, as such, without permission), across state lines? If not, what are the possible ramifications?

Interested in the answer to this as well. In my case , I am sole executor and the items were removed from my house (redeeded to me 2 years prior to my mother's passing) and now are over half way across the country.
