What is the name of your state? Florida

A person owes credit card debt of 10,000. This person dies and the only "estate" is a bank acct but with a joint owner with survival rights. Would the joint owner have to pay credit card debt from this acct? Joint owner is not on credit cards. Do these debts die with the debtor? thank you

As soon as the death occurred, the money automatically belongs to the joint owner, who can do with it whatever he/she wants and has no responsibility for the credit card debt.

Technically the debts don't "die" but if there are no other assets in the estate it will just have to remain unpaid and uncollectable.

Is the joint owner a surviving spouse or not?

"Is the joint owner a surviving spouse or not?"
*** Why ask that?? It has NOTHING to do with the issue.

Your post was correct in that at the time of death the JTWROS would make the account balance (at that time) immediately the property of the surviving co-owner.
