What is the name of your state? Massachusetts

Our family has an estate subsidized by a trust. Last year, we learned that the family member who has lived there for 28 years, had been subleasing space in the house to a non-family member to subsidize his own monthly costs
.
A new lease has been implemented prohibiting that from happening again, and when we asked how to make sure of that, the administrator of the trust, said 'The prior arrangement was a tenancy-at-will. There was no lease agreement'

Meaning what? What is a tenancy-at-will? Was the prior agreement so vague, it wasn't stipulated?
