What is the name of your state (only U.S. law)? Texas
My father lists me as his benificiary and my daughter as contingent benificiary should I not be alive. Can I disclaim a portion of his estate and pass it on to my daughter without either of us paying income tax on the inheritance. The estate is valued less than $1 million.

There aren't any income tax issues associated with a disclaimer. (Or maybe the better way of putting it is: Your daughter would not have any income tax issues that you would not have if you did not disclaim.)

I suggest that you have an attorney prepare the disclaimer so that it is done correctly and within the proper time frame.
