What is the name of your state? virginia
can i, the testatrix assign joint or co-executors? if yes, what would be a reason not to? are there any other options to have my estate handled by two persons, my mother and her husband?

It would be best to name only one person as executor, thereby giving that person absolute authority in making decisions, whereas it's harder to get 2 people to agree to everything.
