What is the name of your state (only U.S. law)? Alabama

What is the going rate for an executor in the state of Alabama and is that a percentage of what is left over after everything is paid and before it is split between the 3 siblings?

Who is the executor? Often if the executor is a family member the fees will compensate for actual time spent, and not more.
