My only brother is the executor of our mothers estate. Each of us have two children which were left a little money and some furniture. The estate is valued at $200k. He is going to charge the 3% of the total value of the estate plus out of pocket expenses to dischage his duties. Is that reasonable and customary?

The court would give final approval of this - but 2-3% plus expenses is pretty customary.
