Missouri - My father died Aug,2002 without a will. He left being 4 children. He was divorced from my mother in 2001. My mother has taken control of the savings, checkings, IRAS, house , everything. Should we have gone through probate court and if so is it too late?

Whether filing of probate is necessary depends on the total value of the estate--check at your county courthouse to find out what that minimum value is, and also check to see if anyone has filed to become personal representative/administrator of this estate. It looks like there are enough assets here as to indicate that a probate filing will probably be necessary.
