Can a General Power of Attorney be issued to a family member to handle the affairs of another family member who had a stroke and has been unresponsive for more than 1 month.

A: No. The person giving the power of attorney must be competent at the time it is given. You need a guardianship/conservatorship. Hire a lawyer.
