Half Blood Inheritance

I live in Virginia. My Aunt passed away in December leaving no direct heirs to her estate. The only piece in the estate is a mortgage free house valued at about $224k. As per her will, her estate fell to per stirpes distribution rules. She has a deceased whole blooded sister (who has 5 children) and a half sister who they share the same father.

Now, my aunt inherited half of the house from her mother in 1992.

I know that in VA half blood inherits half that of whole blood. My question is, Can the half sister inherit the portion of the house that my aunt inherited from her mother? I know in other states she couldn't, but I can't find anything on this in VA.
