What is the name of your state (only U.S. law)? California

I am named as executor of father's will. He has no assets to distribute, no liabilities and is not subject to estate tax. There are no assets to probate.

I am understanding that I need to be "approved" as executor officially before I can sign for him -- for example, his final tax return.

What steps do I need to take to become "approved" (as opposed to appointed, like when there is no will)?
