What is the name of your state (only U.S. law)? Florida

Hi. My mom died in March, she had a will, of which I was the sole inheritor, she appointed her life-long friend as executor, and he filed her Will but not as Probate. He has declined his responsibility to her estate.
I am an only child, and I need to find out how can I inherit her house if I decide I want it? She still owes nearly $60,000 on it. Right now it's just sitting there, it hasn't been foreclosed on, in all these eight months, and it's not being taken care of. I just got back to the country and want to know what are my options. I cannot pay her credit card debts so cannot become Probate (?), but I want to consider taking her house and paying the rest of the mortgage and living in it.What is the name of your state (only U.S. law)?
