How long to settle an estate in PA

Person died almost 3 years ago. Estate was small, one home sold 1 1/2 years ago. Executor refuses to give an accounting to heirs. Executor has disbursed money from estate to person not listed in will and additional money to people who were listed in a codicil to receive a certain amount. What recourse does an heir have? Have requested person next in line to take over as executor and that person refused. What legally can be done to get an accounting of the estate and to have it settled. I need closure on this death. Thanks

DEAR FEJM:

Check at the county courthouse to find out whether this estate is still officially open or closed. There may be some paperwork already filed about the accounting of the estate.

Are you absolutely certain that it is improper for money from this estate to be paid to someone not listed in the will? If so, then have your attorney file a petition with the court to have this person removed as executor or at least get the impropriety cleared up (determining whether it was valid for the person who was paid to receive that money).
