What is the name of your state? IL

If an irrevocable trust is created for the primary residency of an adult daughter upon the death of her parents and the trust contains only the house with no additional monies, who pays the property tax? If the daughter is unable to pay the property tax or upkeep of the home, who is responsible for that? The trustee is a brother of the daughter. Upon the creation of the irrevocable trust for the residency of the daughter, can the residency ever be taken from the daughter? IE, can the trustee take the residency from the daughter if she is not able to pay the taxes (or any other reason)?
