If a person is required to take minimum distributions from their IRA due to reaching age 70 1/2, can they roll those distributions into an irrevocable trust to avoid paying the tax on those distributions?What is the name of your state (only U.S. law)?

No, but there are complicated exceptions for charitable-type trusts. But, generally, the government thinks income should be taxed at least once.
