If they are not licensed in MA, they should not be drafting any document under MA law, meant to conform to MA Probate and Trust law.
That is unethical, and can result in a disciplinary action by the State Bar where the attorney is licensed.
However, some clients have property in several states, and an attorney will make sure that one will conforms to Probate requirements in all states, as there may be multiple-state Probates.
Possibly the client has property in several states, including the state where the atty is licensed.
