Yes Medicaid is welfare. However, you must try to understand that Medicaid for people in nursing homes or receiving homecare is almost ultimatly unavoidable. With nursing home costs in excess of $7,000 per month, a family's life savings could be wiped out in a very short amount of time. That is with only one spouse in a nursing home. The average stay in a nursing home is 2.5 years, much longer for women. The cost of long term care insurance is staggering and the average middle class person cannot afford the yearly premiums. Chronic care Medicaid has much higher income and resource levels then the average "public assistance Medicaid".
 
I appreciate your comments, but, the point I'm trying to make is that some people have not tried to plan for some future needs in retirement. Those of us who have, are technically punished for saving, when the others get it handed to them. We don't "owe" family members an inheritance, especially if efforts have been made to "hide" assets in order to get Medicaid.
