Mother wants to give house to children

My mother lives in Virginia and owns a home in Ohio. She does not qualify for Medicaid because the house is in her name; how can she give the house to her children inorder to qualify for medicaid? Does she have to legally sell the home or can she simply give it as a gift?

People who impoversh themselves to get Medicaid do not qualify for it for 3 years. She has to sell the house, and use the money first to pay her own way.
