What is the name of your state (only U.S. law)? RI
mother got married and put and a lot of money into her new husband house. after some years past he died and left her the house. But in the will said that if she sells the house she has to give half the money to his side of the family. But if she dies half goes to his side and half goes to her side.
Now everything is in her name and she's thinking of making a new will and leave everything to her side and not his. Can she do this? some people I've ask says yes but the people I ask are probably the wrong people to askWhat is the name of your state (only U.S. law)?

So the deed to the house has been changed to be only in your mother's name, right?

The way you describe it, it sounds like his desires were simply suggestions that he put in the will. If that's the case than your mother can do as she pleases.
