My father has severely failing health and is incapacitated. My mother has encroaching alzheimer's and wants help with her finances. My parents have no will and negligible assets. I am the oldest child and am already handling my fathers medical decisions. Can my mother name me as executor of their estate as a provision of a durable power of attorney?

No. A power of attorney is only effective while the principal is alive. And a POA document cannot designate an executor for a probate estate. That is what a will is for.
