my mother died in florida. She was a florida resident. all of her proberty was held in joint names or in trust for others. do we have to file for probate?

If there were NO assets solely in her name - there is no need for probate. If there were assets, or sums payable to her or her estate, then there would be a need for probate or use of the small estates procedure.
