What is the name of your state? Massachusetts

The probate court in Worcester county handled a name change in 1978. At that time an original birth certificate, written in German, was turned over and retained by the court. Today it's required for a Social Security action and the court will not return it. Does anyone know by what legal right they can do this?

Simply ask them for a certified copy of the birth certificate.
