Question about a codicil

What is the name of your state?I live in Colorado.
Years ago my parents made out their will with my sister & I as guardians of my youngest brother who has Downs Syndrome. We were also put on as co-owners of their house when they passed away. A codicil had been put in saying that it would take 3 of us siblings (not my father) to change this will after Mom passed away. Mom had done this because she did not want anyone else taking care of my youngest brother. Mom passed away in 1997. I just found out that a few months ago my father made a new will with another brother as guardian of the youngest brother with both brothers co-owners of the house.
Does this new will cancel out the previous will with the codicil?
