The embosser is not a requirement in most states. The stamp replaced the embosser. Once of the reasons is because the embosser cannot be "seen" when the documents are recorded and placed on (what is it called??) microfiche. Some notaries continue to use the embosser, but it is not a legal requirement.

So, like BB stated, that document should be legal.
