A Refunding Bond and Release form was sent to my Mom, regarding the estate of my grandmother (NJ resident when she passed). My Dad (her son) is a beneficiary; however he passed away prior to distribution of her estate funds. My Mom received the Refunding Bond and Release. Can she sign this as Dad's estate representative? If not, what instructions should I provide to my grandmother's executor (my uncle, Dad's brother)? Thanks.

No she can not sign this as the personal representative/executor if she did not serve in that capacity. If your dad had an estate that was probated, look at the probate file to see who was executor and give the bonding release form to that person. If there was no estate for Dad that was probated, she can become his representative by going to the county courthouse probate court of the city where Dad died and file to become administrator of his estate. Soon after filing she will receive a testamentary letter (which she should order a certified copy of to present to the bonding company) that will allow her to fill out that form.
