Can a will specify that an inheritance only be given to someone after they have passed drug tests for a specific amount of time?

Yes, it's possible, but it is not a do-it-yourself will. There are statutes that govern contingent remainders. Specifically, "What happens if the heir does not meet the condition?"

You may want to look into a trust that is administered by a person who will distribute money over time as conditions are met. It will cost more to have someone administer the trust, but it can give more control and flexibility.

SRG is right. A spendthrift trust is probably what you want. I've sent one up for my son (not a drug addict, but blows thorugh any money he finds in minutes).
