We live in Los Angeles County, California. It is neccessary to have an attorney to file a Letter of Testamentary with our local courts; and, do all four (4) trustees need to be present, or is it possible for the surviving three (3) siblings to file alone?

I'm not following you. The court issues Letters Testamentary to the named executor of a will after it grants a petition for probate and admits the will to probate. Please tell us more.
