What is the name of your state (only U.S. law)? Texas

My father's Miller Trust was set up to qualify him for Medicaid as his monthly income was too high. His Medicaid benefits were terminated as the balance in his QIT (Millers Trust) was too high. He has since passed away. My question : Is his QIT forfeit to be paid to Medicaid even though he had no benefits at the time of his death? I am named as the overseer of the Trust and would like the money to go to his family.
