I have two questions:

-What is the typical fee for a personal representative in the State of Idaho? The assets include a deposit account, two parcels of real estate ( a residence in Idaho and farm land in North Dakota), a car, gold and coins, personal items and a retirement account.

-The retirement account was dispersed directly to the beneficiaries with the guidance and assistance from the personal representative. Should this be included or excluded when determining the fee?

Thank you

There is no typical. It sometimes is zero, but can be as much as 3-5 percent of the asset value. Many times close relatives will charge nothing. A fair determination is the actual time that is spent and placing a reasonable value of the time.

You asked, "The retirement account was dispersed directly to the beneficiaries with the guidance and assistance from the personal representative. Should this be included or excluded when determining the fee?

How much time did this take? It would have been dispersed without the help of the "personal representative", most likely. Sounds like someone is trying to maximize some income.
