Who owns property?

my brother-in-law(wife's brother) was appointed conservator of their mothers estate in tennessee. my children(her grandchildren) are listed on a cd as joint tenancy with right of survivorship. will this cd be used to pay for the nursing home or is it exempt?

If the CD was bought with her funds, within the last 3 years, my sense is she owns it for Medicaid purposes.
