What is the name of your state (only U.S. law)? California

Who is legally liable for the funeral expenses in California when there is no Will and No Life Insurance Proceeds?

Can siblings sue each other to recover what they think is the fair share absent sibling refuses to pay?

This is a sibling that died not a parent or a child. The sibling was an adult.

the decedent.

they can sue but they won't win. Unless they agreed (contracted) to share in the costs the others committed to, they are not liable for the costs.

Nobody is under any obligation to pay for this ...
